For a Common University & Research Policy

Actually, the EU is based on 3 pillars: Common Market, Common Agricultural Policy (CAP) and Structural Fund for Regional Development.

I'm convinced that European Countries need to share High Education and Research Policy, such as they share Agricultural Policy. Of course, in a different way!
One central agency which manage and allocate resources and define common framework, university and public research institute as local administration, national ministries become useless.

It is necessary for the competitiveness of Europe, to have economies of scale and to promote cooperation between universities.

Don't think how hard is, imagine how Europe will!
